Update Organzation

1. EPJ creates a new or update current organization
2. SFM Basis confirms transaction to EPJ

SFM-id from Helse-id should be provided as part of idenfiers for new organizations.

When a new organization is created, the user identified in the token from helse-id is created as an administrative user (sfm-person) in SFM and is used to write other users (sfm-practitioner) to SFM. Note that the administrative user is registered with only id (fnr) and not name. The user should be updated with name.

A user with dedicated rights may create new organizations within an existing DB.

A new organization is part of a §9 collaboration.
