Because the Service Initiation Date extension is only permitted as a top-level extension on EpisodeOfCare, the constraint could never locate it at the status level, causing valid bundles that include a legitimate Service Initiation Date to be incorrectly rejected
• The fix aligns mha-eoc-key-3 and mha-eoc-key-4 with the correct extension path already used in mha-eoc-key-6 and mha-eoc-key-7 - referencing the extension directly on EpisodeOfCare without a status prefix Vendors who experienced bundle rejections related to Service Initiation Date under an Active or Finished Health Service Status should resubmit. No changes to bundle structure are required - this was an IG constraint error, not a vendor submission error.

Profile: Patient

• Health Card Number constraint corrected - the previous constraint (jhn-inv-2) only required that at least one of Health Card Number or No Health Card Number Reason be present, but did not prevent both from being submitted at the same time. The constraint has been updated to enforce mutual exclusivity - Health Card Number and No Health Card Number Reason must not both be present, and must not both be absent
• This aligns the Health Card Number constraint with the existing Postal Code constraint (postalcode-inv-1), which already correctly enforces the same mutual exclusivity pattern for Postal Code and No Postal Code Reason Vendors must ensure their CMS submits either Health Card Number or No Health Card Number Reason - never both simultaneously. Bundles containing both values will now be rejected.
