Financial information has a different purpose from the clinical treatment record. Keep tariff and reimbursement meaning separate from the clinical Procedure code.

Profile	Purpose
ChargeItem	A fee, tariff or charge line, optionally linked to the clinical service it concerns.
Claim	Reimbursement or preauthorisation information with patient, provider and relevant care context.

An administrative or aggregate charge need not correspond to exactly one clinical action. Conversely, a clinical Procedure does not establish which tariff or reimbursement rule applies.

These profiles are preliminary comparison material. The financial and settlement workflow remains unresolved; this draft is not a complete Norwegian reimbursement specification.
