Link only the service the charge represents

A ChargeItem can refer to its care context and, where applicable, the Procedure or Observation to which a charge applies. The relationship is not necessarily one-to-one: an administrative or aggregate charge may cover more than one clinical activity or have no matching single Procedure. Do not create a clinical Procedure solely to justify a tariff line.

For example, one restoration can have a clinical Procedure and a related charge line, but the codes answer different questions. This profile remains comparison material while the financial and settlement model is under review. Claim addresses reimbursement or preauthorisation context; Review status and releases records the open decisions.
