2.4. Business Rules

2.4.1. Patient Identification

Patient identifier is required to uniquely identify a patient. Ontario health card number should be provided when available. The HIC may also provide the patient's case record number, Ontario Health Enterprice Client ID (ECID), or the health care number from another jurisdiction if the patient is from outside the province. Implementers shall contact Ontario Health to obtain the system URL for the medical record number.

2.4.2. Organization

Organization identifier is required to uniquely identify an organization. The organization's identifier will be provided by Ontario Health at the time of implementation.

2.4.3. Create IAR Assessment

An IAR submission is created by a Health Information Custodian (HIC) using the assessment information available in their point-of-service system. At a minimum, the bundle must include the following resources:

• MessageHeader
• Patient
• Encounter
• Organization
• QuestionnaireResponse

Additional resource (i.e. Location, Coverage, Account) enumerated in this profile page may be added as contained resources when required by the assessment; However, this resources are not mandatory for the submission to be considered valid.
