Release candidate 15 for eOverdracht 4.0 conformance resources.

The conformance resources in this package should be considered stable for common use. However, the resources might still be subject to small but non-backward compatible changes.

This release fixes the following issues:

• EOVDR-405: In the AdvanceNotice and NursingHandoff profiles, on the slice administrativeData.personalData.RelatedPerson, a comment was placed that this is about the "Legal representative". This is incorrect, the slice is about contact persons in general. This comment has been removed.
