2.4. Business Rules

2.4.1. Patient Identification

Patient identifier is required to uniquely identify a patient. Hospital shall provide organization issued medical record number (MRN) and should provide Ontario health card number when available. Integrated Community Health Services Centre (ICHSC) shall provide at least one identifier: either organization issued medical record number (MRN), or Ontario health card number, or both.

2.4.2. Provider Identification

Practitioner identifier is required to uniquely identify a practitioner. The practitioner’s license number or registration number issued by the regulatory college shall be provided.

2.4.3. Organization Identification

Organization identifier is required to uniquely identify an organization. Organizations in OCRE are identified by UPIs assigned by OH.

2.4.4. Local Code System OIDs

Code System OIDs for local codes, e.g. a local medical imaging procedure codes in ServiceRequest.code or a local clinical report document type codes in Composition.type (OBR-4 in HL7v2) submitted by each OCRE data contributor must be the same as the local code system OIDs used by the same contributors for MI and acCDR.
