Introduction

This Implementation Guide (IG) defines a set of FHIR profiles, extensions, and terminology bindings that can be used to exchange health certificate forms as well as the exchange of health certificates in Sweden. The FHIR profiles and instances of them form a base of the information needed in health certificates and aim to be applicable for use for many types of health certificates.

This specification is published within the framework of the Swedish eHealth agency´s government assignment for cohesive certificate management. Within this assignment a national working group with sector stakeholders have been established to standardize health certificate information. The aim of the work is to provide a common structure and a harmonized set of core data elements for digital health certificates. This foundation aims to reduce administrative work, improve data quality, and increase interoperability across healthcare and public‑sector systems. The first deliverable of the working group is an information specification covering base information in health certificates. The content of this IG has been derived from the models in information specification mentioned above. The FHIR profiles turn the conceptual and logical models into practical technical specifications. They aim to support consistent and reusable data exchange for health certificate forms and health certificates.
