1.3. Scope

This Implementation Guide (IG) defines the provincial FHIR standard for the submission of immunization data to Ontario Health's Electronic Health Record - Immunization Repository (EHR-IR). The scope of this guide is strictly focused on standardizing the data contributions from specific source systems.

In Scope This Implementation Guide provides the FHIR conformance (profiles, transactions, and terminology) for the following:

  • Contributing Actors:

    • Panorama: For ongoing, real-time data contributions from Public Health Units.
    • Community Pharmacy Management Systems (PMS): For direct, real-time submission of immunization records administered at community pharmacies.

  • Data Transactions (Submission):

    • The creation of new immunization records.
    • Corrections: The ability for the original source system to submit updates to correct clerical errors in a previously submitted record.
    • Invalidation: The ability for the original source system to logically delete a record submitted in error (e.g., by updating its status to entered-in-error).

Out of Scope This Implementation Guide does not define the standards or transactions for the following:

  • Data Retrieval (Data-Out): Any transactions to query or read data from the EHR-IR.
  • Other Data Sources: Data contributions from Primary Care (EMRs), Hospitals, Long-Term Care (LTCH), or PHU EMRs are not in scope for this version.
  • Consent Management: This IG does not support the creation or management of consent directives.
  • Bulk Load: The one-time, bulk load of historical data from Panorama or other source systems is not covered by this guide.
  • Patient or Viewer Access: Data flows to the Provincial Clinical Viewer or Provincial Patient Viewer are out of scope.

1.3.1. Applying Ontario Immunization Repository FHIR IG

Ontario Health will be establishing the Ontario Immunization Repository as an interoperability specification under Ontario’s Digital Health Information Exchange (DHIEX) framework.

The following information is provided in accordance with O. Reg. 329/04 under Personal Health Information Protection Act (PHIPA), 2004, section 28 Application of Specifications.

Date on which the specification becomes effective (Note:  This is the date by which all applicable HICs are required to be compliantly contributing and/or consuming the approved interoperability specification. OH will work with the applicable HICs to establish the implementation plan in order to meet the effective date.) TBD
