2.1. Business Model
2.1.1. Context
The Immunization Repository (IR) is a provincial source of personal health information, specifically clinical immunization administration information. The IR will include immunization information contributed from Panorama, Ontario's public health immunization system, and will be expanded to include additional personal health information from community pharmacy management systems.
The IR is being developed on Ontario Health's EHR platform and will consolidate immunization information across sectors to support clinical care, public health, and patient access.
The IR solution includes:
- Data repository of immunization administration information submitted to the IR
- The IR stores clinical immunization events contributed from Panorama and community pharmacy PMS, including vaccine product details, lot/expiry, dose/series information, and administering provider.
- APIs for Contribution
- Allow Panorama and community pharmacy management systems to contribute immunization administration information to the IR.
- Validation of patient (client) and provider information using provincial registries
- Client identity is validated using the Provincial Client Registry (PCR), ensuring consistent identification across Panorama, pharmacy PMS, and IR.
- Provider identity validation follows EHR standards.
- Validation and augmentation of vaccine information
- Vaccine product information is validated against required terminology sources (e.g., National Vaccine Catalogue (NVC)) to ensure standardized product and clinical attribute representation.
- Data Quality Solution (DQS)
- Services to support conformance, clinical validation, and data quality maintenance activities by Ontario Health and IR contributor HICs.
- Submitted immunization records undergo structural, content, and referential validation. Records with Errors are written to the IR DQS and are not available for query.
- Records with Warnings or Information annotations are written to both the IR and DQS.
- Contributor HICs review validation details, correct data as needed, and resubmit (according to IR UC1, UC2, and UC3).
- APIs for Query and Display
- Allow applications and systems (e.g., provincial clinical viewers, patient viewers, point-of-service systems) to query and display immunization information to authorized viewing HICs and patients.
- Authorized clinicians and patients will access IR information through the Provincial Clinical Viewer (PCV), the Provincial Patient Viewer (PPV), and other systems consuming IR query APIs.
- Integrations
- ONE Access Gateway (OAG): Integration for IR queries (provider OAG for health care practitioner applications and consumer OAG for patient applications).
- Consent Management: Integration with Ontario Health's Consent Management Technology Asset (CMTA) and Provincial Consent Override Interface (PCOI).
- Community Pharmacy: Integration with community pharmacy management systems for ongoing contributions.
- Panorama: Integration for ongoing contributions and future retrieval of immunization information. In later phases, the IR will support retrieval of community pharmacy contributed immunizations back to Panorama.
