Referral Delegation

Some Ocean referrals and consults involve another actor (e.g. medical secretary, resident) that submits the request on behalf of the clinician. In this case, there is a request authorizer and a request submitter. To highlight this, the FHIR payload will include a Practitioner and PractitionerRole resource into the bundle for the referral submitter, along with information for the authorizer and the referral receiver.
