MERT Must Support (MS) Definition

An element marked as MERT Must Support (MS) defines exchange and retention expectations.

MS does not change cardinality. An MS element may still be optional (e.g., 0..1 or 0..*).

MERT Must Support means:

  • If a Sender has a value for an MS element within scope and permissions (excluding private elements not authorized for MERT export), it SHALL include it in the exported resource.
  • If a Receiver receives an MS element, it SHALL preserve the clinical meaning of the information in a retrievable form.

MS does not require a system to generate or infer data that it does not capture.

For coded elements:

  • Senders SHALL preserve original source codings when available.
  • Senders SHOULD include human-readable representations (e.g., CodeableConcept.text or Coding.display) when feasible.

MERT Must Support defines behavioral conformance.
