The PCR FHIR contribution specification supports four core contribution operations: Patient Add, Patient Update, Patient Merge, and Patient Unmerge. These operations are intended to support the controlled submission, correction, consolidation, and restoration of client records in PCR based on PCR-defined business rules, validation requirements, and processing outcomes.

The guide is structured into the following sections:

Section Purpose
Home Introduces the IG and provides general background information about the project.
Business Context Provides an overview of the business model, relevant data, use cases, and business rules that this IG supports.
Technical Context Describes the profiling methodology, mapping strategies, implementation guidance, and security considerations. Start here if you're planning on building an Implementation Guide.
FHIR Artifacts Central location for all defined FHIR artifacts: profiles, extensions, value sets, data type profiles, operations, search parameters, and examples.
Change Log Tracks specification changes, lists known issues, and provides a place to collect feedback from implementers and reviewers.

1.0.2. Intended Audience

This implementation guide is intended for Ontario Health programs, Health Information Custodians (HICs), vendors, solution providers, integration teams, architects, developers, business analysts, quality assurance teams, and testers responsible for implementing, validating, or supporting PCR FHIR contribution functionality.

Readers are expected to have a general understanding of:

  • Enterprise Master Patient Index (EMPI) concepts
  • Patient registration and demographic management processes
  • Health information exchange principles
  • RESTful HL7 FHIR R4 standards and implementation approaches.
