1.2. Relationship to other Specifications

This section describes how this Implementation Guide (IG) relates to other specifications, standards, and profiling strategies.

1.2.1. Referencing

The Provincial Client Registry (PCR) HL7 FHIR Contribution Implementation Guide complements and extends existing PCR interoperability specifications. Historically, most PCR contributors have integrated with PCR using HL7 v2-based interfaces, while some organizations have relied on HL7 v3-based update services. As Ontario Health transitions toward HL7 FHIR R4 as the strategic interoperability standard, this implementation guide provides a standards-based FHIR contribution API to support patient identity contribution workflows and facilitate the eventual migration from legacy HIAL and HL7 v3 contribution interfaces.

This implementation guide is also closely related to the PCR FHIR Data Out (Query) Implementation Guide. The Data Out specification defines FHIR R4 APIs that support patient search, patient match, and PIX-style identity queries against PCR. The PCR FHIR Contribution Implementation Guide has been developed in alignment with the Data Out specification to promote a consistent API experience across PCR services.


1.2.2. Profiling Strategy

The profiling strategy aligns with the Ontario's Data Harmonization Model, where profiles from the Ontario EHR specification forms the base, and this IG applies additional use case constraints.
