This implementation guide provides guidance for implementations supporting HL7 FHIR® to temporarily unblock privacy consent directives from select Ontario Health Provincial assets. It includes business context, use cases and business rules for using the Provincial Consent Override (PCOI) interface., as well as FHIR profile structure definitions (XML and JSON), operations, examples (XML and JSON), terminologies, identifiers, and conformance requirements for invoking Consent Overrides using HL7 FHIR®. The guide is structured into the following sections:

The intended audiences of this document are business and technical implementers who are interested in invoking consent override for select integrated provincial EHR assets.
The audience for this specification includes Ontario Health programs and any other organizations implementing the specifications contained in this guide. This includes technical and business audiences who will use it to develop implementations and to validate that they conform to the specifications and to the requirements of stakeholder organizations.
Readers are expected to understand the business context of patient privacy consent directives within the provincial EHR, consent overrides as allowed by provincial legislation and regulations. Readers of the technical content should have an understanding of the fundamentals of HL7 FHIR R4 and the RESTful paradigm.
