Project Background

The initial purpose of IDS was to facilitate clinician access to patient immunization information within their distinct clinical information systems. This has not yet been accomplished as of August 2023. The data is being sent from Panorama to the participating Health Authorities, and Health Gateway but not yet being consumed by any clinical information system.

Current Issues

Currently, health authorities must query Panorama Data Warehouse to obtain patient immunization histories. CSV files are sent out nightly. Problems with this approach:

  • HA’s clinical system may not include all encounters, therefore lack a complete picture
  • Given the urgency of , HA's need to receive immunization record info in a timely manner

Impact

Lack of complete, up to date immunization record within regional clinical information systems

How does it work

IDS leverages FHIR, SNOMED CT and Amazon Web Services (AWS) to distribute immunization data from Panorama to the recipients in near real time (once a message is triggered from Panorama, it is distributed every 15 minutes).

Once a change has been applied to a Panorama client, for example an immunization is documented, this record is triggered for distribution and queued by IDS to be sent to the relevant recipient.

The recipient is determined based on the service provider and the clients health region (i.e. if client received service in VIHA, but lives in NHA - the IDS message would be sent to both VIHA and NHA).

The whole client record is distributed each time a new message is triggered, the recipients treat the latest message as the 'latest and greatest'.

Complete Phases

Phase 1 - Technical GoLive - Jan 18, 2022
Phase 2 - COVID-19 immunization history to NHA - Feb 24, 2022
Phase 3 - COVID-19 immunization history to VIHA - Mar 17, 2022
Phase 4 - COVID-19 immunization history to HGWY - Oct 20, 2022
Phase 5 was split into two releases, 5.1 and 5.2 respectively - Apr 17, 2023

  • Phase 5.1 aimed to satisfy NHA requirement to report on Flu and Pneumo Agents by the end of January
  • Phase 5.2 aimed to further expand the data included in the outbound IDS messages, listed below:
    • Demographics
    • Immunizations (All Agents) - New in IDS 5.2
    • AEFI - New in IDS 5.2
    • Forecaster - New in IDS 5.2
    • Deferrals - New in IDS 5.2
    • Risk Factors * - New in IDS 5.2
    • Special Considerations - New in IDS 5.2
