Why not use meta.profile?
Historically, meta.profile has been, with a URL to a FHIR server to aid the validation of a profile against a certain ruleset.
This specification favours the usage of packages over profile validation using meta.profile, since it is easier to maintain, plus has the additional benefit of version management, meaning an individual package can be locked to a specific version of this, or other capabilities.
