The audience for this specification includes Ontario Health programs and any other organizations implementing the specifications contained in this guide. This includes technical and business audiences who will use it to develop implementations and to validate that they conform to the specifications and to the requirements of stakeholder organizations.
Readers are expected to have a basic understanding of how an Enterprise Master Patient Index (EMPI) is used to support patient discovery and registration, general health data exchange, and the RESTful HL7 FHIR paradigm (including IHE PIXm).
