Context

One of the initiatives of the Mental Health and Addictions Centre of Excellence (MHA CoE) at Ontario Health is to improve the data landscape across the sector. Access to quality data will pave the way for better delivery of care, seamless reporting, tracking the value of investments, and improved program planning. The initiative aims to assess and ulimately improve access to services, and quality of care for clients seeking care for ailments related to mental health and addictions.

This implementation guide is built off of the MHA Provincial Data Set (PDS)which is a standardized set of provincial data definitions and elements for the mental health and addictions sector. These data elements were selected through a thorough analysis of current sector data, and consultations with subject matter experts. This implementation guide is an evolving standard; revisions including additions and removal of data elements may occur in future releases. Please review the Revision History section for further details on past changes.

Keeping interoperability at the forefront, the MHA PDS Repository houses client and organization data collected across the sector. Implementers will use this guide as a means to assist them with submitting data to the province.

Conceptual Architecture

The MHA PDS Respository will enable Point of Service (PoS) systems to contribute client mental health and addictions data from their respective organizations. PoS Systems will submit client data as per the MHA Provincial Data Set HL7 FHIR Implementation Guide.

Prior to submitting data, PoS systems are required authenticate and acquire an OAuth2/OpenID token. Once the authorization token has been received, data can be submitted to the One Access Gateway (OAG) through the FHIR API in the format specified within this implementation guide.

The following table will outline the flow of data from a client journey within an organization from where they are receiving care. The steps taken to submit the data to the MHA PDS Repository will also be highlighted.
Step Description
1 Client attends a Health Information Custodian (HIC) site for mental health and/or addictions service.
2 PoS system prepares data for submission. At a minimum, POS system should have the patient, organization, and location resources populated with data in order to create a client entry in the MHA PDS Repository.
3 PoS make an Authentication/Authorization request to the ONE ID Framework (OAuth2/OpenID)
4 Authorization token received by PoS.
5 PoS sends client data as per the MHA PDS HL7 FHIR IG with the Authorization token to the One Access Gateway.
6 MHA PDS Data Repository will either create a new client record, or update an existing client record depending on the data received.
